Daiwa Institute of Research (DIR; Headquarters: Koto-ku, Tokyo, Japan; President: Takashi Fukai) and the Chinese Academy of Social Sciences (CASS; see note 1; located at Jianguomennei Dajie, Beijing, China) announced they have signed a comprehensive memorandum of understanding. Under the arrangement, the two leading think tanks will conduct joint research, cross-publish articles, co-sponsor seminars, and exchange personnel. Working together will enhance each institution’s research capabilities and foster public- and private-sector interaction in cross-border research and hopefully contribute to stronger Sino-Japanese relations going forward.

DIR will now have access to and continually interface with CASS’s formidable roster of experts and research infrastructure, including a broad network of researchers covering all of Asia in a wide range of disciplines. This expanded ability to gather and communicate intelligence on China and the rest of Asia will further bolster the depth and breadth of DIR’s output.

As China grows in importance as a global power, the country faces urgent challenges, among them achieving balanced economic growth and improving the quality of life of its people. To that end, CASS seeks work with Japanese institutions, which include private-sector think tanks with a long track record in the field of economic analysis in addition to government agencies and academia. Tapping DIR’s voluminous on-the-ground expertise in economics and business will add to CASS’s policy and economic research capabilities and deepen ties between Japanese and Chinese researchers in the public and private sectors.

Since the early 1980s, DIR has contributed to the development of Chinese capital markets and relevant regulatory regimes by holding seminars on the Chinese economy and financial markets and accepting hundreds of trainees for training inside Japan. Over the past year and a half in particular, DIR and CASS have had many occasions to work together. DIR has boosted the number of senior staff providing research support and holds a regular three-way talk series (see note 2) printed in Chinese Social Sciences Today, a major journal published by CASS. The two organizations’ close working relationship led to the comprehensive memorandum of understanding.

Affiliated with the State Council of the People’s Republic of China, CASS is China’s highest academic research organization in the fields of philosophy and social sciences as well as a national center for comprehensive studies. An accredited academic institution, the organization boasts 31 research institutes, 45 research centers, and 4,200 researchers. It plays an important role as the Chinese government’s official think tank in such tasks as formulating the basic framework of China’s Five Year Plans.

Note 2: Three-way Talks on Asia-Pacific
DIR’s Senior Counselor Yusuke Kawamura and Visiting Fellow Xue Jun, Ph.D. (Associate Professor, Nagasaki University) hold monthly three-way talks with leading experts in China to examine the past, present, and future of China, Japan, and the Asian region as a whole. The talks are published as a regular feature in Chinese Social Sciences Today, CASS’s official journal.
